The Right of Way Bureau (ROW)
The Right of Way Bureau (ROW) is responsible for ensuring strategic oversight of all right of way activities, providing fair property valuations, and conducting effective negotiations with property owners impacted by highway improvement projects. We support the New Mexico Department of Transportation (NMDOT) to assist Department right of way personnel and other governmental agencies when utilizing Federal-aid funds in complying with both state and federal laws, regulations, and directives.
Why Does the Job Exist?
The unit supervisor is to be responsible for the Appraisal Review Unit Staff and all contract appraisal review work by independent fee review appraisers.
How Does It Get Done?
This position will review and prepare evaluations of appraisals submitted by the Appraisal Unit staff and independent fee appraisers. Prepare ‘Reviewer’s Conclusions’ of value, and to determine ‘Just Compensation’. Additionally, this position will review property owners’ appraisals for compliance with ensuring existing appraisal standards and/or state/federal law. This will ensure compliance with Federal Code of Regulations (49 CFR Part 24) and Uniform Standards of Professional Appraisal Practices.
Who Are the Customers?
The NMDOT District and Regional Offices, Right of Way Bureau staff, Project Development Engineers, Office of the General Counsel, and other NMDOT staff. Customers also include landowners, consultants regarding road construction projects, public municipalities, other governmental agencies, and the traveling public.

Minimum Qualification
Bachelor’s degree in Business or Public Administration and two (2) years of experience in real estate, appraisals, real estate appraisals, accounting, auditing, finance, and/or collections. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience, three (3) of which must be in supervisory.
Employment Requirements
Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is primarily performed in an office setting with exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone phone usage. Continuous periods of sitting and use of personal computer. Some standing, bending, and reaching may be required. Frequent walking and standing, seeing close work such as typed or handwritten material. Hearing conversations in quiet and or noisy environments. Travel is required which may include extended day trips and possible overnight stays. Frequent driving with occasional stopping and observation of objects and property inspections. Frequent outdoor work required and exposure to sunlight. Required to frequently meeting deadlines with time constraints.
