The Ward County Human Resources Department will be accepting applications for the position of a Property Appraiser position available in the Ward County Tax Equalization Office.
Starting Pay Range: $54,854.03 - $60,548.57 Annually - Depending On Experience

GENERAL DESCRIPTION OF POSITION:
The Property Appraiser position has the responsibility for carrying out the duties associated with the Director of Tax Equalization Office. Those duties include assessment of land and buildings to determine correct valuations.
2. DUTIES AND RESPONSIBILITIES: (“l” indicates essential functions)
- Participates in building appraisal and assessment work by inspecting and measuring buildings to determine the proper classification of the structure; sketch an outline of the structure.
- Participates in land appraisal and assessment work by inspecting properties to record the type of property, improvements, area measurements and related information necessary for value determination.
- Conducts field investigations and gathers pertinent information to determine appraised value of property for those cities and townships using the County services.
- Compiles sales data information of property through deed transfers and conducts sales ratio studies to validate assessed values.
- Assists in the preparation of tax exemption and tax credit forms.
- Maintains confidentiality of non-public records and makes available all data and information deemed a public record by the ND Century Code.
- Assists with real property and mobile home tax inquiries, moving permits, and name changes.
- Assists the public with locating information needed for tax assessment, sales and other documentation needed for real estate transactions.
- Performs clerical duties such as answering phones, documenting information, maintaining files, and other duties as assigned.
3. SUPERVISION RECEIVED/EXERCISED:
The Property Appraiser is supervised by the Director of Tax Equalization and does not supervise others.
4. POSITION QUALIFICATIONS
- High School diploma or GED
- Associate’s degree or two (2) years of technical trade school with course work in business, cost estimating, have some knowledge in construction trades, and/or an equivalent combination of education and experience preferred.
- Must possess excellent communication and people skills.
- Must obtain a current North Dakota Class I Assessors Certification within three (3) years of hiring.
- The ability to read land descriptions and to locate a property from a map; ability to understand and work from building plans and blueprints.
- Ability to learn specific knowledge of the laws, regulations, policies, rules and procedures governing the conduct of the Department of Tax Equalization and counties.
- Must have the ability to learn and effectively use the County’s computer software, organize assigned work and perform work productively, learn and effectively use new methods, procedures, and technologies in carrying out the functions of the position.
- Work effectively and cooperatively with other employees, other agencies and the public.
- Must be proficient in the use of word processing and spreadsheet PC software, MS Word and Excel preferred.
- Must be able to drive, have a current ND driver’s license and insurable driving record.
- Applicants will be subject to a standard post offer background and criminal records check.
5. PHYSICAL AND MENTAL DEMANDS.
- Must have the ability to learn and effectively use the computer software programs pertaining to the department.
- Must have good peripheral vision, depth perception, binocular vision, and discrimination of color and corrected vision suitable to read small print in dim light.
- Must be able to hear clearly and speak plainly.
- Must be able to sit, stand, and walk in a variety of uneven terrain and for extended periods of time. Must be able to maneuver in tight spaces and climb ladders and stairs.
- Must be able to lift and carry up to 20 pounds.
- Must be able to keyboard, and use fingers for writing, drawing and explaining department positions.
- Must be able to work independently and organize assigned work and perform work in a productive manner.
6. WORK ENVIRONMENT:
- Work is performed in an office setting and outdoors visiting homes and businesses. While the office work is sedentary, the field work requires mobility and could involve exposure to hazards including but not limited to: snow and ice conditions, dilapidated structures, airborne dust and construction hazards.
- This position generally works Monday – Friday during daylight hours and divides working time between working in the office, primarily at a desk and computer or outdoors assessing properties.
7. OTHER ASSIGNMENTS:
County Department heads and supervisors reserve the right to amend the functions assigned this position, either temporarily or permanently, at any time as they determine the best interest of their department. Further, employees may be assigned other or additional functions to fill-in during the absence of other employees or vacancies in other positions.
