Property Appraiser/PUV Specialist
Job Description
Performs intermediate skilled technical work appraising real property for assessment and tax purposes, and related work as apparent or assigned. Work is performed under the moderate supervision of the Supervisor. The normal work schedule includes Monday through Friday 8am - 5pm.
Essential Functions:
Responsible for performing a variety of real estate appraisal work involving the appraisal of new and existing construction, parcel splits, and sales.
Work involves researching and gathering information to render an accurate judgment of value.
Makes field inspections of real property and inspects exterior improvements and describes the property.
Obtains building permits to identify land, residences and commercial structures which need to be appraised; obtains current map of property; goes to location and reviews and obtains measurements needed to evaluate property.
Performs drawings and calculations; assigns grades to quality of work; generates building sketches and completes property record cards.
Uses acquired skills in income analysis, cost analysis, and sales comparisons analysis and computer modeling; Collects data relative to land valuations and applies such data in appraising parcels of land.
Receives, reviews and make judgments regarding new or continued use applications for the Present Use deferment program.
Request new applications due to property ownership transfer, acreage changes, and changes in use.
Sends letters and deferred tax bills on Present Use program disqualifications.
Conducts audits of Present Use Value program to make sure properties and owners continue to qualify for benefit of deferment program.
Work involves heavy public contact and may involve controversial and appealable decisions; Manages assigned real property appeals.
Communicates with property owners during and after the appraisal process, answers questions from citizens about appraisal issues in the field and in the office.
Schedules site visits and reviews as requested.
Performs related duties as required by Tax Administrator or Assistant Tax Administrator.
Knowledge, Skills and Abilities:
Thorough knowledge of the principles and practices of real estate appraising for assessment purposes; general knowledge of building construction practices and of building and land values; some knowledge of the state laws and ordinances relating to real property assessing; ability to read and understand building
construction plans and specifications; ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values; knowledge and understanding of laws governing the Present Use Value deferment tax relief program; ability to write clear and concise reports; ability to establish and maintain effective working relationships with associates and the general public.
Minimum Experience & Education:
Associates/Technical degree with coursework in business, economics, public administration, or related field and moderate experience in appraisal work, preferably including experience in appraising residential, commercial and industrial properties, or equivalent combination of education and experience.
Physical Requirements:
This work requires the occasional exertion of up to 10 pounds of force; work occasionally requires standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, climbing or balancing and reaching with hands and arms; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work
regularly requires exposure to wet humid conditions (non-weather) and exposure to outdoor weather conditions and occasionally requires exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather); work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements:
Certified as a Real Property Appraiser Level I by the NC Dept. of Revenue within one year of hire.
Must complete 30 hours of continuing education every 2 years.
Valid driver’s license.
