The Finance Department is filling a Review Appraiser vacancy in the Real Estate Division. This division is responsible for acquiring and managing real property needed for City projects and public purposes.

The Review Appraiser reviews appraisal reports of contracted or staff Appraisers and performs appraisals of the more difficult properties preparatory to acquisition or disposition. Incumbents must qualify and testify as expert witnesses in condemnation actions. Although the work follows standard appraisal approaches, each appraisal is different and requires the use of judgment and initiative. Work is performed under the general supervision of the Real Estate Program Manager with wide latitude in approaches and judgment.

Required Qualifications

  • Four years of experience in appraising real, commercial, and income property
  • Bachelor’s degree in business administration, civil engineering, or a related field
  • Arizona State Certified General Appraiser certification
  • Understanding of Uniform Relocation Act as it applies to appraisal and appraisal review
  • Understanding of special benefits and damages to real property from construction of public improvements

Preferred Qualifications

  • Experience reading engineering plans for roadway projects
  • Experience with Yellow Book Appraisals
  • Experience with eminent domain appraisals and reviews
  • Experience collecting and analyzing data for property values and market rents
  • Experience with Multiple Listing Service (MLS) / Costar / Assessor
  • Proficiency with Excel formulas and charts
