This full time permanent position will be headquartered at one of the Wisconsin DOT DTSD offices in the following cities: Madison, Eau Claire, Superior, Wisconsin Rapids, Waukesha or Green Bay.

Position Summary

This is an advanced professional level position in the Bureau of Technical Services – Relocation, Appraisal and Property Management Section, which carries out tasks of high complexity in the discipline of appraisal of real estate.

The Review Appraiser reviews state and owner appraisals of complex property to be acquired in connection with state improvement projects and all local projects which involve state and federal funding. The Review Appraiser is required to make complex and subjective judgments in order that the rights of individual citizens are protected, and the just compensation offer is reasonable, justified and adequately documented. The Review Appraiser is the appraisal representative of the Bureau and is responsible for giving functional guidance in all aspects of this process.

The Review Appraiser shall share appraisal knowledge and skills as a mentor and trainer of Region personnel in settings varying from one-on-one, on the job training, small work groups or as a part of a team putting on statewide training. As a team member, together with the Section Chief, Bureau Director and Region real estate staff, the Review Appraiser will help develop and implement changes in appraisal policy.

Salary Information

This position is in schedule-range (07-03) with an annual salary of $66,560 - $81,120, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

This position will require the ability to travel independently.

WisDOT does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States. WisDOT is not an E-verify employer.

This position offers a hybridized work schedule. The position will be headquartered at and required to work from one of the HQ locations listed above for at least 2 days per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Qualifications

Qualified applicants will have experience with all the following:

  • Experience producing or analyzing eminent domain appraisals as they apply to highway improvement projects (experience may include: producing eminent domain appraisals or review appraisals, analyzing appraisals to determine implications for transportation right-of-way acquisitions.)
  • Experience interpreting and applying eminent domain law and policies as they apply to highway improvement projects (experience may include: reading right of way plats and maps, highway design plans and cross sections, drafting conveyance documents, legal descriptions, and interpreting title work, land valuation techniques and appraisal theory, etc.)
